Tosyali and Sulb plan Benghazi steel facility

Turkish steel producer Tosyali and Libya United Steel Company for Iron & Steel Industry (Sulb) have signed an agreement to build the world's largest direct-reduced iron (DRI) complex in Benghazi, Libya.

When completed, the planned integrated facility is expected to have a total capacity of 8.1 million tonnes a year.

According to Tosyali Holding's chairman, Fuat Tosyali, the ground investigation and engineering works have already been completed and construction and assembly are expected to start “in the upcoming days”.

He said the project has the potential to “pioneer transforming the Libyan steel industry into an ecosystem that meets world steel industry needs by producing high-standard, high-quality green steel products with low carbon emissions”.

He added that the two companies are tapping into “advanced technology, innovation and [research and development] in the integrated facility we will establish”.

The two companies have formed a joint venture called Tosyali-Sulb in Benghazi.

The planned plant will be equipped with Midrex Flexi DRI technology, which has also been deployed by Tosyali in Algeria.

With this technology, Tosyali said the plant can operate using hydrogen, a clean energy source, making it one of the world's leading bases for green steel production.

Investments will commence immediately for the first phase of the integrated iron and steel complex, which will have a production capacity of 2.7 million tonnes.

The plant will supply hot bricket iron to nearby regions and Europe while enhancing Tosyali's position as a global green steel producer, the firm said.
