Zatca, NCP launch 10 water and sewage plant PPPs

Saudi Arabia's Zakat, Tax and Customs Authority (Zatca), in collaboration with the National Center for Privatization & PPP (NCP), has invited companies to express an interest in bidding for developing water and sewage treatment plants across 10 land ports in Saudi Arabia.

It expects to receive expressions of interest (EoI) from companies on 30 June. 

The PPP projects will be tendered under a design-build-finance-operate-maintain-transfer (DBFOMT) model, with a contract duration of 15 years, including the construction period, according to NCP.

The 10 land ports in which the water and sewage treatment plants will be built include:

  • Al-Batha
  • Salwa
  • Al-Khafji
  • Al-Raqi
  • Jadidat Arar
  • Al-Hadithah
  • Halat Ammar
  • Al-Durrah
  • Al-Wadiah
  • Empty Quarter

The project encompasses the design, construction, expansion, and refurbishment of plants and related assets, including networks.

It will include the supervision of the construction activities, in addition to overseeing the daily operations of the plants and related assets, management of network operations, among others.

It will also include the performance of preventive maintenance for plants, networks, and related assets, cleaning of civil structures and plants, and the provision of spare parts and replacements.

In November 2023, Zatca and the NCP received bids from developers for the contract to upgrade and develop six land ports in Saudi Arabia.

The land ports included in the project are Al-Durrah, Al-Haditha, Halat Ammar, Al-Khafji, Al-Batha and Al-Wadiah.

According to a source close to the project, at least two individual companies and one joint venture have submitted proposals.

These include Saudi Arabia's Vision Invest, Al-Rajhi Holding and a team comprising Ajlan & Brothers Holding and China Harbour Engineering Corporation.
