Prequalification restarts for Libyan gas project

Libya’s Mellitah Oil & Gas (MOG) has restarted the prequalification process for an upstream offshore project worth an estimated $700m.

The project scope involves modifications to the offshore Sabratha platform at the Baher Essalam field. It is part of the broader Mellitah Complex Expansion & CO2 Management Integrated Development Project, estimated to be worth around $3bn.

MOG is a consortium formed by Libya’s state-owned National Oil Corporation (NOC) and the Italian oil and gas company Eni.

In November 2022, MEED revealed that the prequalification process for bidders for the Mellitah Complex Expansion & CO2 Management Integrated Development Project had been completed.

At the time, MOG expected to issue an invitation to bid for the project’s packages in a matter of months. However, the project has since faced significant delays.

On 1 November 2023, MOG invited companies to prequalify for the package focused on the Sabratha platform modifications.

The contract will use the engineering, procurement, installation and commissioning (EPIC) contract model, according to the invitation document.

In the document, MOG said it was inviting “contractors with extensive experience in the offshore projects to participate in this prequalification stage relevant to Sabratha platform modifications”.

No reason was given for why the company had restarted prequalification. The deadline for the submission of documents is 21 November 2023.

MOG said that it is expecting the execution of the project to start in the second quarter of 2024, and the project to be completed in the second or third quarter of 2025.

Previously, it was expected that the project execution would start in the first quarter of this year and the project would be completed in the second or third quarter of 2024.
