Oman seeks consultant for wind IPPs

Oman state offtaker Nama Power & Water Procurement Company (PWP) has issued a tender for supervisory consultancy services for the Duqm, Sadah and Mahout wind independent power projects (IPPs).

The submission deadline is 20 November.

The selected consultant will provide project management and supervisory services during the construction, commissioning and testing of the three wind schemes.

According to the offtaker, interested firms have until 20 October to purchase documents for RO150, though it is free of charge for small and medium enterprises (SMEs) with a valid Riyada card.

A tender bond, in the form of a bank guarantee or cheque equal to 1% of the bid value, must be submitted with the proposal.

The three IPPs are part of Nama PWP's plans to procure five wind power stations with a combined capacity of 1,171MW.

The planned schemes and their capacities are:

  • Dhofar 2: 132MW
  • Sadah: 99MW
  • Duqm: 270MW
  • Mahout: 400MW
  • Jaalan Bani Bu Ali: 270MW

In July, OQ Alternative Energy, a subsidiary of Oman’s state energy holding company OQ, signed an agreement with Kuwait-based Naqaa Sustainable Energy to jointly develop 1,100MW of wind power projects across the wilayats of Duqm, Mahut and Sadah.

These projects are expected to be implemented by 2027 to help the sultanate achieve its target for renewable energy to account for 30% of its overall electricity production mix by 2030.

Longer-term, Oman aims to reach net-zero carbon emissions by 2050.

Turbines for Mahout, Sadah and Duqm will be manufactured at Oman's first wind‑turbine plant at the Duqm Special Economic Zone, a project led by Mawarid Turbines, a subsidiary of OQ Group.

The state offtaker previously appointed a transaction advisory team comprising KPMG Lower Gulf as financial adviser, UK/US-headquartered Dentons as legal adviser and Australia's Worley as technical adviser.
