Neom prepares to procure district cooling plants

Neom’s energy, water and hydrogen subsidiary, Enowa, plans to procure up to nine district cooling plants, according to industry sources.

The planned district cooling plants, including three that will have a heating component as well, are to be tendered between the first quarter of this year and early next year.

The district cooling plants will be located across Neom, including in the southern and central areas as well as at the airport.

Sources said Enowa is still considering options to procure the assets, which will be either through public-private partnerships or engineering, procurement and construction (EPC) contracts.

The plants have varying operational dates, with the first one expected to come online this year and the last in the second half of 2027.

Oxagon DC project

The prequalification process is under way for a contract to build a district cooling plant at Oxagon, the industrial cluster at Saudi Arabia’s SR1.9tn ($500bn) Neom development, as MEED reported.

The planned district cooling plant in Oxagon will have a capacity of 25,000 refrigeration tonnes (RT).

MEED understands the request for proposals (RFP) for the contract could be issued soon.

It will be built on a 3,000 square-metre land area and contain compression chillers and roof-mounted cooling towers, with a balance of mechanical and electrical items.

The project will be linked to a district cooling network, which will be built separately by other contractors.

According to MEED Projects data, an estimated $10.7bn-worth of utility projects are under construction in Neom. Close to $22bn projects are in the pre-execution phase, excluding the renewable energy projects still in the pre-development stages and for which locations have not yet been identified.

  • Bapco and Masdar plan 2GW wind projects

    Abu Dhabi Future Energy Company (Masdar) has signed an agreement with Bahrain’s Bapco Energies to jointly explore developing and investing in wind projects with a capacity of up to 2GW.

    The agreement for near-shore and offshore wind farms is Masdar’s first in Bahrain.

    At up to 2GW, the clean energy collaboration will support Bahrain in accelerating the decarbonisation of critical industrial sectors and open avenues to develop new market sectors.

    Bahrain aims to reduce emissions by 30% by 2035 and achieve net-zero emissions by 2060, as outlined in its National Energy Strategy.

    Bapco Energies Group chief executive Mark Thomas said the partnership with Masdar “demonstrates our commitment to diversifying the kingdom of Bahrain’s energy mix to include cleaner energy sources, underscoring our role as leaders in renewable energy development”.

    Masdar has codeveloped several wind projects, including the 400MW Dumat Al Jandal wind farm in Saudi Arabia, the 630MW London Array offshore wind project in the UK, and the 103.5MW UAE wind programme, which utilises innovative technology to capture low wind speeds at utility scale.

    Masdar aims for a renewable energy portfolio capacity of 100GW by 2030.

  • Developer appoints Luce Palm Jumeirah contractor

    Taraf Properties, the real estate division of UAE-based investment group Yas Holding, has appointed Al Ashram Contracting as the main contractor to build the Luce Residences project in Dubai.

    Located on the east crescent of Palm Jumeirah, the beachfront development is a nine-storey residential building comprising 38 two-, three- and four-bedroom units.

    Local enabling contractor APCC Building Contracting won the enabling works contract for the Luce Residences in July last year.

    The piling works began in August last year. Abu Dhabi-based MZ Architects is the project consultant, and the project is scheduled to be completed by January 2026.

    Dubai real estate developments dominate the UAE’s construction market, with schemes worth over $323bn in execution or the planning phase.

    Growing demand for property in Dubai, combined with a resilient economy, has brought optimism to the emirate’s real estate market.

    As the market develops further, a broader range of opportunities is expected to emerge for both local and international contractors.

    This is in line with GlobalData’s forecast, which expects the UAE construction sector’s output to grow by 4% in real terms in 2024 and 4.2% in 2025, supported by developments in infrastructure, energy and utilities, and residential construction projects.

  • Bids submitted for Sabic hydrogen project

    Bids have been submitted for a low-carbon hydrogen project that Saudi Basic Industries Corporation (Sabic) is due to develop in the industrial city of Ras Al Khair in Saudi Arabia’s Eastern Province.

    The project, known as the San VI Low-Carbon Hydrogen Complex, is estimated to be worth $300m.

    Bids for the project were submitted ahead of the deadline of 31 March 2024, according to information first obtained by MEED Projects.

    The following companies are understood to have submitted bids:

    • Larsen & Toubro (India)
    • JGC Corporation (Japan)
    • Samsung Engineering (South Korea)
    • Hyundai E&C (South Korea)
    • Toyo Engineering Corporation (Japan)

    When it was originally tendered in October last year, the project’s bid submission deadline was set for the end of December 2023.

    Sabic is also developing a second low-carbon hydrogen project, which is currently in the study phase.

    This project, known as the Horizon II Low-Carbon Hydrogen Complex, is also estimated to have a value of $300m.

    The scope of both projects is expected to include:

    • Construction of processing units
    • Construction of storage facilities
    • Construction of distribution units
    • Installation of hydrogen compressors
    • Construction of associated facilities

    The main contract tender for the Horizon II Low-Carbon Hydrogen Complex is anticipated to be issued by 2025.

    National oil company Saudi Aramco owns a 70% stake in Sabic.

    In October last year, Ashraf Al Ghazzawi, executive vice-president of strategy and corporate development at Aramco, said the company aims to produce 2 million tonnes of low-carbon hydrogen by 2030.

  • Decision imminent on Iraq waste-to-energy project

    The bid evaluation process for the contract to develop a waste-to-energy (WTE) plant in the Al Nahrawan area of Baghdad Governorate is expected to be completed shortly.

    "It will be clear next week," a source close to the project tells MEED, without providing further details such as the names of the bidders.

    The plant will have the capacity to treat 3,000 tonnes of waste a day and generate nearly 80 megawatt-hours (MWh) of electricity.

    It will be developed using a design-build-own-operate model.

    MEED previously reported that Iraq's National Investment Commission (NIC), in coordination with the Municipality of Baghdad, the Ministry of Electricity and the Ministry of Environment, is evaluating the proposals for the contract.

    MEED understands NIC received 13 bids for the contract on 31 March.

    An NIC spokesperson told MEED that 17 companies purchased the tender documents in January. 

    NIC has not issued the list of prequalified companies that can bid for the contract.

    According to NIC, power generation "from mixed solid waste must be with high-efficiency and at least fourth-generation grate incineration technology with an electrical power generation efficiency higher than 30% and a landfill rate less than 5%".

    NIC invited investors and developers to qualify for the WTE scheme in August last year.

    In October, it was reported that some 42 companies had expressed interest or were prequalified to bid for Iraq's planned WTE contracts.

    WTE projects worth roughly $2bn are being planned in the Middle East, according to MEED Projects data.

    Construction works are under way for the $1.2bn WTE project located in a former landfill site in Warsan in Dubai.

    The concession agreement for Abu Dhabi's first WTE project in Al Dhafra was signed on 27 March.

    The capacity of the planned facility in Baghdad is comparable with that of the Dhafra WTE project, which can treat 900,000 tonnes of solid waste a year.

  • Abu Dhabi to award Mid Island Parkway packages

    Abu Dhabi's Department of Municipality & Transport is preparing to award the contracts for three packages for phase one of the Mid Island Parkway Project (MIPP), as part of the Plan Capital urban evolution programme.

    "The project is in the final stages of negotiation and the three packages of the first phase are expected to be awarded soon," sources close to the project told MEED.

    Phase one will start at the existing Saadiyat Interchange that will connect E12 to the MIPP and end with the recently constructed Um-Yifeenah Highway. 

    It comprises a dual main road with a total length of 8 kilometres, including four traffic lanes in each direction, two interchanges, a tunnel and associated infrastructure works. 

    MIPP phase one is further divided into packages 1A, 1B and 1C, which are being tendered separately.

    Package 1A 

    Package 1A includes a link between the existing Saadiyat Interchange and Saadiyat Island, which ends at the start of the tunnel in Section 1B.

    The scope of work includes an interface with Saadiyat Interchange and existing and ongoing projects, including Saadiyat Lagoons, Saadiyat Reserves, American Community School and New York University, as well as the installation of street lighting works, a stormwater drainage system and pump stations.

    Package 1B

    Package 1B entails the construction of a cut-and-cover tunnel to cross the Khor Laffan Channel, which is the area between the Saadiyat and Um-Yifeenah islands. The 900-metre to 1-kilometre-long tunnel will be constructed on a design-and-build basis and will tie into packages 1A and 1C. 

    Package 1C

    Package 1C covers the construction works on the Um-Yifeenah Island side. The scope of work includes the construction of bridges and underpasses, highways and utility networks.

    The project ownership has been transferred from Aldar Properties to the Department of Municipalities & Transport.

    Previously, it was transferred from Abu Dhabi General Services Company (Musanada) to Aldar Properties, and the project was included in the Abu Dhabi Investment Office's public-private partnership project pipeline.
