Market anticipates Saudi water tenders in Q1

State-backed offtaker Saudi Water Partnership Company (SWPC) is expected to issue the first tenders for its upcoming independent sewage treatment and water desalination projects in the first quarter of 2025.

In November, SWPC prequalified 53 companies that can bid for the seven planned independent sewage treatment plant (IWTP) projects and 41 for the independent water projects (IWPs).

The five IWPs have a total combined capacity of 1.7 million cubic metres a day (cm/d). The seven ISTP projects have a total combined capacity of 700,000 cm/d.

The tenders for these projects are expected to be issued over a two-year period, until 2026. 

MEED understands that several companies have received further clarification requests from SWPC. The company expects to receive responses to the requests by the first week of January.

SWPC initiated the prequalification process for most of the IWPs and ISTP projects last May.

While local companies and developers dominated both lists, developers headquartered in Spain, South Korea, China, Japan, France, the UAE, Egypt and Kuwait also prequalified to bid for the contracts.

Saudi Arabia’s water sector has been undergoing a restructuring programme. Three other clients are undertaking the capacity procurement process linked to the National Water Strategy: Saline Water Conversion Company, which has been renamed Saudi Water Authority; Water Transmission Company; and National Water Company.
