Iraqi Kurdistan to retender $778m Erbil sewage contract

Iraqi Kurdistan’s Municipalities & Tourism Ministry is to retender a contract to design and build a sewerage facility in the southwestern area of Erbil city, following an unsuccessful contract negotiation for the bid or bids it received in July 2022.

The project budget is valued at an estimated $778m, with the Japanese Official Development Assistance (ODA) Office providing a ¥34.417bn ($317m) loan through the Japan International Cooperation Agency.

MEED reported in 2022 that each team bidding for the contract was expected to include or be led by a Japanese contracting company. 

Negotiations for the contract are under way, as MEED reported in August last year. The ministry issued the request for proposals for the contract in November 2021.

The project involves the construction of a wastewater treatment plant with a capacity of 210,000 cubic metres a day (cm/d).

It also covers the construction of trunk sewer pipes, primary and secondary networks and house connection pipes, and the installation of private discharge facilities and relay pumping stations.

The project includes a three-year operation and maintenance contract once construction works have been completed and the plant is commissioned.

The project is understood to be the first major wastewater treatment plant to be constructed in Erbil.

It aims to “improve the sanitary environment and ensure water resources for effective utilisation in the region”.

A Japanese team of Unico International, Yachiyo Engineering, Japan Techno, Asia Engineering Consultant and Japan Water Agency undertook the detailed design.

MEED understands the ODA loan schedule is from May 2015 to December 2023.
