Dubai tenders Shurooq substation

9 August 2023

State utility Dubai Electricity & Water Authority (Dewa) has tendered a contract to build a 400/132-kilovolt (kV) substation and carry out associated modification works in Shurooq.

It expects to receive bids for the contract by 30 August.

Dewa issued a separate tender for the contract to build a 400kV overhead transmission line and associated works for the Shurooq substation in May.

Bids for this package are due on 14 August.

MEED reported in June that Germany’s Siemens Energy had submitted the lowest bid for the contract to build a 400/132kV substation in Shurooq as well as associated works for a 132kV substation at the Mohammed bin Rashid (MBR) Solar Park in Dubai.

Siemens Energy’s main offer of AED557.9m ($152m) is 4 per cent lower than the AED581.8m main offer made by India’s Larsen & Toubro ECC Construction (L&T).

However, L&T’s optional offer of AED568.9m is 2 per cent lower than Siemens Energy’s optional offer.

Saudi Arabia’s Alfanar Company submitted the highest bid of AED974.4m for the contract.

Dewa tendered the contract in March and received bid results on 22 June.

The other bidders and their commercial offers for the contract are:

  • Linxon Gulf (Switzerland): AED 661.9m
  • Danway Electrical (UAE): AED697.8m
  • KEC (India): AED857.9m

Earlier in June, UAE Vice President and Prime Minister and Ruler of Dubai Sheikh Mohammed bin Rashid al-Maktoum inaugurated the 900MW fifth phase of the MBR solar park project, which aims to reach 5,000MW of installed capacity by 2030.

Completing the complex’s fifth phase brought its total installed capacity to 2,427MW, or over 16 per cent of the emirate’s total power generation installed capacity of 14,917MW.
