Dubai reopens prequalification for $22bn tunnels project

Dubai Municipality has launched a refresher request for qualifications for the second package of the Dubai Strategic Sewerage Tunnels (DSST) public-private partnership (PPP) project.

The prequalification tender, listed under reference RFI 3544, was issued by the municipality's sewerage and recycled water projects department.

The update applies to developers that were originally shortlisted under the first prequalification process. It is intended to reconfirm that those applicants continue to meet the eligibility requirements to take part in the next procurement stage.

The deadline for submissions is 10 October. Companies will not be invited to submit technical or financial bids at this stage.

The DSST scheme is one of Dubai’s largest planned infrastructure PPPs, with an estimated total cost of about AED80bn ($22bn).

The project aims to convert Dubai’s sewerage system from a pumped network to a gravity-based system, enabling the emirate to replace existing sewage pumping stations and meet long-term capacity needs.

In April, MEED exclusively reported that five consortiums had formed or were being formed to bid for contracts to develop the first two packages of the $22bn DSST project.

These included:

  • China Railway Construction Corporation (China)
  • Etihad Water & Electricity (local) / Larsen & Toubro (India) / Wade Adams (local) / Power China (China)
  • Itochu (Japan) / Plenary (Australia) / Samsung C&T (South Korea) / Webuild (Italy)
  • Vision Invest (Saudi Arabia) / China Railway Engineering Group (China)

A fifth team, led by Belgian contracting firm Besix, was also reportedly being formed for the project.

In August, Dubai Municipality hosted a second workshop with groups preparing to bid for the project.

The session covered the procurement structure, delivery plans and geotechnical requirements for the first two packages, J1 and W, which were tendered earlier this year.

The J1 package comprises 42 kilometres (km) of Jebel Ali tunnels, 10km of links and terminal pump stations, while the W package covers 16km of tunnels, 46km of links and pump stations in the Warsan area.

Both are being procured under design, build, finance, operate and maintain concession models with terms of 25–35 years, and will be financed 80:20 by debt and equity.

The six-package programme also includes the J2 and J3 deep sewerage tunnels and the expansion of the Jebel Ali and Warsan sewage treatment plants.

The remaining contracts are expected to be procured sequentially over the next few years.
