Contractors submit bids for Abu Dhabi’s underwater museum

9 January 2026

Contractors submitted bids on 31 December for the tender to construct an underwater marine museum in Abu Dhabi.

The Environment Agency – Abu Dhabi (EAD), the project client, issued the tender in November 2023.

According to the official tender notice, the project scope includes the construction, production, transportation, installation and handover of the museum’s elements based on a pre-approved design.

The notice also states that the scope covers the fabrication and transportation of museum components, as well as the preparation of the seabed for installation.

EAD is seeking a single contractor with experience in similar projects and a qualified team of professionals, including marine, structural and civil engineers; technical diving teams; quantity surveyors; and planning engineers.

Abu Dhabi Tourism Strategy 2030

The underwater museum supports the Abu Dhabi Tourism Strategy 2030, which was approved in May 2023 and is being implemented by the Department of Culture & Tourism – Abu Dhabi (DCT Abu Dhabi).

The strategy aims to achieve 7% year-on-year growth in visitors, increasing arrivals from 24 million in 2023 to 39.3 million by 2030.

It also targets an increase in the tourism and travel sector’s contribution to the UAE’s GDP from AED49bn ($13.34bn) in 2023 to AED90bn ($24.5bn) by 2030.

In April 2024, the Abu Dhabi Projects & Infrastructure Centre announced that the Abu Dhabi Executive Council had approved the launch of 144 projects across various sectors in the emirate.

The projects, with a combined budget of approximately AED66bn ($18bn), span sectors including natural resources, tourism, education and human capital, housing and quality of life.

Of the total investment, AED59bn ($16.1bn) was allocated to housing and public facilities, AED4bn ($1.1bn) to education and human capital projects, and about AED1.9bn ($517m) to natural resources and infrastructure development. The remaining AED1.1bn ($300m) was designated for tourism initiatives.

According to UK-based data analytics firm GlobalData, the UAE construction industry is expected to record annual growth of 3.9% between 2025 and 2027, driven by continued investment in infrastructure, renewable energy, oil and gas, housing, industrial and tourism projects.

GlobalData also forecasts that the commercial construction sector will grow by 5.6% between 2025 and 2028, supported by a recovery in tourism activity and higher investments in the hospitality sector.
