In September 2004, Dutco held a demonstration on Palm Jebel Ali to showcase a land compaction technology known as Landpac that could help deal with any differential settlement on what was then a recently reclaimed island.

The demonstration, which was attended by consultants and members of Nakheel’s engineering team, was an attempt by Dutco to position itself for upcoming work on the island. The project was an obvious target for the contractor, which is based in the nearby Jebel Ali Industrial Area.

While some infrastructure work was awarded on the island in 2007 and 2008, that work stalled in 2009. Over the decade and a half that followed, the island project quietly sat on hold.

Twenty years later, Dutco is finally working on the Palm Jebel Ali infrastructure. On 16 June, it was announced that the local contractor has been awarded three contracts totalling more than AED750m ($204m) that cover work on Fronds A to G, infrastructure development for the Spine District and rough grading for the Dubai Electricity & Water Authority (Dewa) power transmission line serving Palm Jebel Ali, along with associated works.

Dutco’s return to Palm Jebel Ali follows the return last year of Jan De Nul to complete the reclamation works for the island. The Belgian firm was the original contractor for the island, which by 2006 was 95% complete.

The return of contractors, along with the tendering and award of villas construction contracts, show that after its relaunch in 2023, Palm Jebel Ali is back as a very real project opportunity.
