Dewa receives K station bid

State utility Dubai Electricity & Water Authority (Dewa) has received at least one bid for the retendered contract to complete the remaining works for phase three of the Jebel Ali K station in Dubai.
It is understood an international contractor submitted a bid for the retendered contract on 7 March.
China’s Sepco 3 was the sole bidder for the engineering, procurement and construction (EPC) contract when it was first tendered in 2022. However, the firm is understood not to have bid for the retendered contract.
Originally awarded to Spain’s Duro Felguera in 2017, the AED802m ($219m) EPC contract became embroiled in a claims dispute, eventually leading to the contractor’s formal termination from the project in 2021.
In its 2021 annual report, the Madrid-headquartered EPC contractor said that Dewa had submitted claims of AED975.8m, and it had issued counterclaims of AED603.8m. It noted that the arbitration process was going through the Dubai courts.
The project includes the supply, installation, testing and launch of two F-type gas turbines from Germany’s Siemens AG that will produce 590MW at 50 degrees centigrade. The turbines were planned to be operational by the second quarter of 2020, taking the capacity of the K station to 1,538MW.
MEED first reported in April 2015 that Dewa had issued a tender for the technical and economic feasibility study for the third-phase expansion.
In addition to the power plant, the K station includes a desalination plant that can treat 60 million imperial gallons of water a day.
