Sultan establishes International Financial Centre of Oman

Oman’s Sultan Haitham Bin Tarik has issued a royal decree establishing the International Financial Centre of Oman (IFC Oman) and enacting a dedicated law to govern the new jurisdiction.

Issued as Royal Decree No. 8/2026, the Law of the International Financial Centre of Oman grants the centre administrative, financial and legislative independence. IFC Oman will develop its own regulatory, legal and judicial framework aligned with international standards and based on English common law, according to the announcement.

The centre will be headquartered at Madinat Al-Irfan in Muscat, with scope to expand to other locations under the law.

Governance will be overseen by an IFC Oman Board appointed by the sultan, which will supervise the centre in meeting its objectives.

The law also provides for three independent entities to operate within the IFC Oman ecosystem: the International Financial Centre of Oman Authority, the International Financial Centre of Oman Regulator and the International Financial Centre of Oman Dispute Resolution Authority. Each will exercise its mandate independently under the decree.

IFC Oman is intended to support Oman’s economic diversification strategy and strengthen the sultanate’s positioning as a global hub for financial services, while attracting capital and supporting innovation. The centre will seek to attract investment linked to financial activities and supporting sectors through a package of incentives and tax exemptions for up to 50 years.

In the next phase, the initiative will focus on building out legislative and regulatory frameworks, engaging stakeholders, targeting companies and legal experts, and establishing operational structures, with the aim of commencing full operations this year.
