UAE firm to develop $200m desalination plant in Angola

UAE-based Amea Power has signed a cooperation agreement with Angola’s Ministry of Energy & Water (MINEA) to develop a seawater desalination plant on the Mussulo Peninsula.

The project, valued at more than $200m, will have a total capacity of 100,000 cubic metres a day (cm/d). It will be built in two phases, each with a capacity of 50,000 cm/d.

Amea Power will develop the project through a joint venture with Spain-based utilities company Cox, under the name Water Alliance Ventures.

Once completed, the facility will supply potable water to about 800,000 residents of the Mussulo Peninsula and the neighbouring Futungo district. It will also complement public water initiatives such as the Bita and Quilonga projects.

The agreement was signed in Luanda by Joao Baptista Borges, Angola’s minister of energy and water; Ignacio Carreras, head of PtX at Amea Power; and Emiliano Agustin Espinoza Labbe, chief of Africa, Middle East and Asia at Cox. The signing was also attended by the UAE’s ambassador to Angola, Salem Ali Khamis Obaid Al-Shamsi.

Amea Power began development in 2022 after signing a memorandum of understanding (MoU) with MINEA. A development agreement followed in November 2023, which enabled the company to complete a feasibility study in late 2024.

Construction of the first phase will start after the completion of technical and environmental studies, with commissioning scheduled for the second quarter of 2028.

Each phase will create about 300 jobs during construction and 25 permanent positions once operational.
