Riyadh prepares Q-Express metro PPP invitations

Riyadh is preparing to release the expression of interest (EoI) documents to developers and investors for the tender to develop the Q-Express rail link in Riyadh.

The project was previously planned to be developed under a conventional model, but it will now progress under the public-private partnership (PPP) model.

It is understood that the Royal Commission for Riyadh City will develop the project alongside the National Centre for Privatisation and PPP (NCP).

“The EoI documents are under final necessary approvals, and these are expected to be released to the market soon,” sources close to the project told MEED.

In November 2023, MEED reported that French consultant Egis was appointed as the technical adviser for a project connecting Qiddiya Entertainment City with King Khalid International airport in northern Riyadh.

The line is expected to be developed in two phases. The first phase will connect Qiddiya with King Abdullah Financial District and King Khalid International airport.

The second phase will start from a development known as the North Pole – which is understood to include the Public Investment Fund’s proposed 2-kilometre-tall tower – and travel to the New Murabba development, King Salman Park, Central Riyadh and Industrial City in the south of Riyadh. 

UK-based consultancy Ernst & Young is acting as the financial adviser on the project, according to information acquired by regional projects tracker MEED Projects.

It is unclear at this stage how this project will impact the plans to develop Riyadh Metro’s Line 7.

Line 7 will run on an almost identical route linking Qiddiya, King Abdullah International Gardens, King Salman Park, Misk City and Diriyah Gate.

The total length of the line will be about 65 kilometres (km), of which 47km will be underground and 19km will be elevated.

Qiddiya is one of Saudi Arabia’s five official gigaprojects, and covers a total area of 376 square kilometres (sq km), with 223 sq km of developed land. 

The project is a key part of Riyadh’s strategy to boost leisure tourism in the kingdom. According to GlobalData, leisure tourism in Saudi Arabia has experienced significant growth in recent years.

Domestic leisure tourism trips increased to 33.76 million in 2023, up from 16.74 million in 2018. International tourist arrivals for recreational purposes have increased by 600% from 2018 to 2023.
