Jordan approves green hydrogen plans

30 June 2025

Jordan’s cabinet has approved two land-use agreements for feasibility studies for green hydrogen production projects, according to a statement.

Jordan’s Philadelphia Solar will carry out one of the studies, and Germany’s Enertrag will conduct the other.

The cabinet said: “These are part of the government’s broader strategy to position Jordan as a regional hub for green hydrogen.”

The number of approved land-use deals for hydrogen development has reached six.

The approvals came after Jordan signed 13 memorandum of understanding agreements with leading energy companies.

The six firms with land allocated have completed preliminary feasibility studies and technical reports.

The companies will now carry out detailed measurements of renewable energy sources to prepare final feasibility studies.

Investment decisions will be based on these outcomes, according to the cabinet statement.

Jordan is targeting annual green ammonia exports of three million tonnes a year by 2030.

In February, the country presented the final results of a study on a shared infrastructure business model for green hydrogen projects, conducted in partnership with the European Bank for Reconstruction & Development and other key stakeholders.

At the time, Minister of Energy and Mineral Resources Saleh Kharabsheh said: “Jordan is moving closer to becoming a global hub for green energy, with a strong focus on ensuring that green hydrogen production is internationally competitive.”

Jordan plans to develop a green hydrogen hub in the Aqaba Special Economic Zone.

The hub will be developed 8-10km from an operating port that handles both solid and liquid bulk cargo.
