Morocco progresses with Noor Midelt solar talks

Talks are progressing between the Moroccan Agency for Sustainable Energy (Masen) and the team that submitted the “winning bids” for the contracts to develop Morocco’s latest two solar independent power projects (IPP).
Riyadh-based utility developer and investor Acwa Power is leading a team that submitted the winning bids for the contracts in December, as MEED reported.
“The bid evaluation process is still ongoing,” notes a source close to the project.
The Noor Midelt 2 and Noor Midelt 3 solar IPP schemes have a capacity of 400MW each, with attached battery energy storage system (bess) plants.
Masen received and opened bids for both contracts on 12 December.
Acwa Power has partnered with local firm Nareva for its proposals to develop both projects, the source said.
The other teams that have submitted bids for the contracts are:
- EDF Renouvelables (France) / Abu Dhabi Future Energy Company (Masdar, UAE)
- Engie (France) / Fipar (local)
According to one of the sources, a team comprising France’s Engie and the local Fipar submitted the lowest tariff of MD0.3233 a kilowatt-hour for the Noor Midelt 2 IPP, with the energy tariff accounting for 95% and the bess tariff at 5%.
The Acwa Power team, which proposed the second-lowest tariff of MD0.3245/kWh, offered the use of bess for up to 200 cycles for free, which helped it outbid the other two teams.
The third team, comprising France’s EDF and the UAE’s Masdar, offered a levelised electricity (LCOE) cost of MD0.3398/kWh for the Noor Midelt 2 IPP contract.
Acwa Power emerged with the lowest LCOE of MD0.3652/kWh for the Noor Midelt 3 contract.
Project backgrounds
The Noor Midelt 2 IPP consists of a 400MW solar photovoltaic (PV) power plant with a two-hour battery storage capacity.
It replaces a previous scheme expected to include thermal concentrated solar power and PV solar components, similar to Noor Midelt 1, which was previously awarded to a consortium of EDF and Masdar.
Noor Midelt 3 is expected to have a solar PV capacity of up to 400MW and a bess capacity not exceeding 400 megawatt-hours (MWh).
The Noor Midelt 2 and 3 IPP projects will be implemented according to a 30-year power-purchase agreement between Masen, the offtaker, and the project companies that will be formed for the schemes.
According to Masen, if any international finance institutions, such as Germany’s KFW or the European Investment Bank, participate, those banks’ procurement rules will apply to the projects.
The solar and bess plants are expected to be built on a dedicated and available site that Masen will provide under a land lease or equivalent agreement.
This suggests that common infrastructure such as the water supply, roads and telecommunications services will be shared, and will be constructed “to ensure overall consistency of the solar complex and optimise benefits from a simultaneous development of the infrastructure”.
US/India-based Synergy Consulting is the client’s financial adviser for the projects.
Clean energy target
Morocco has set a target of producing 52% of its energy from clean sources by 2030, one of the most ambitious targets in the Middle East and North Africa region.
Morocco aims to increase its renewable capacity to 10,000MW by 2030. Solar PV capacity is expected to comprise 4,500MW, with wind and hydroelectric comprising 4,200MW and 1,300MW, respectively.

Qatar’s Public Works Authority (Ashghal) held a meeting earlier this week with senior executives of contracting companies operating in Qatar to enhance its cooperation with the private sector.
Senior ranking officials from Qatar Chamber also attended the meeting.
The meeting follows Ashghal’s announcement of plans to implement a range of infrastructure projects between 2025 and 2029.
Earlier this month, Ashghal introduced financial measures worth QR21bn ($5.8bn) to support the country’s contracting sector. These measures include direct payments, easing of financial burdens, substitution of maintenance reserves with bank guarantees on advanced projects, contract extensions and enhanced contractor performance evaluations.
Last month, Ashghal announced a five-year plan valued at about QR81bn ($22bn). The plan covers a range of infrastructure projects to be implemented between 2025 and 2029.
The plan’s most important project is the strategic outfalls project, which will be launched this year. The project will be developed in two phases and aims to reuse stormwater for irrigation and cooling in the northern and southern areas of Doha.
According to local media reports, the project’s tunnelling work will begin this year, followed by sub-tunnelling in early 2026.
The media reports, quoting Ashghal president Mohammed Bin Abdulaziz Al-Meer, added: “The projects range from the development of public lands and government building projects catering to health, education, sports and culture to sewage networks and strategic outfalls, including strategic tunnels, pumping and treatment stations to reduce flooding and enhance the efficiency of the national network.”
Ashghal has also outlined plans to tender several public-private partnership (PPP) projects, including infrastructure works for over 5,500 residential plots across multiple locations.
Ashghal is also considering a PPP framework for the second phase of the wastewater treatment plant in Al-Wakra and Al-Wukair.
In March, MEED reported that Ashghal had outlined plans to undertake 135 projects as part of its development strategy for 2025.
The upcoming projects, which have been budgeted to be tendered quarterly, cover sectors including buildings, highways, roads and drainage.

Roshn breaks ground on Aldanah Dhahran project Yasir Iqbal

Public Investment Fund-backed real estate developer Roshn Group has broken ground on its Aldanah community, a new mixed-use development in Dhahran in the kingdom’s Eastern Province.
The project will cover over 1.7 million square metres and feature 2,000 housing units, which are expected to accommodate about 10,000 residents.
The project will be located close to King Abdulaziz Road in Dhahran.
Aldanah is Roshn’s sixth development in the kingdom and second in the Eastern Province after the Alfulwa community in Al-Ahsa.
In May last year, MEED reported that Roshn Group had awarded a SR2.89bn ($770m) construction contract to the local contractor Building Construction Company for the Aldanah project.
The contract scope covers the development, design and infrastructure works for 1,962 residential units in the Aldanah community.
Building Construction Company is a subsidiary of local real estate developer Retal Urban Development Company.
The duration of the contract is 45 months from the start date of the land handover from the client to the contractor.
The project is set for completion by 2028.
Created in 2018, Roshn aims to increase homeownership rates among Saudi citizens to 70%.
The company plans to develop more than 395,000 residential units in Riyadh, Mecca, Asir and the Eastern Region.
Roshn is developing the Sedra community in northeast Riyadh. The community is masterplanned to include 30,000 homes built in eight phases.

Algeria to open bids for oil and gas round in June Wil Crisp

Algeria plans to open the bids for its 2024 oil and gas licensing round on 17 June, according to the National Agency for the Valorisation of Hydrocarbon Resources in Algeria (Anaft).
Algeria’s first bid round in a decade was launched in October last year, marking the start of a new five-year exploration and production programme.
Under a schedule published by Anaft, bids must be submitted to the relevant committee between 8.00am and 10.30am in Algeria, and then the bids will be opened at 11.00am on the same day.
The licensing round is the first in a series of bidding rounds scheduled over five years and will offer exploration and production opportunities at six sites.
These are:
- Mzaid
- Toual
- Ahara
- Reggane 2
- Zarafa 2
- Kern El-Kassa 2
Officials have said that 41 companies have expressed interest in the licensing round.
The bid round is governed by a relatively new hydrocarbons law aimed at attracting investments and foreign partners to develop the hydrocarbon sector.
Under Law 13-19, issued on 11 December 2019, Alnaft is responsible for establishing the criteria and rules for prequalifying investors and upstream operators for Algeria’s hydrocarbons sector.
The 2019 law replaced a previous law created in 2005 and governed the last bid round, which took place in 2014.
During the previous bid round, only four blocks were awarded out of the 31 offered.

Kuwait remediation projects reach 95% completion Wil Crisp

Key remediation contracts being executed by the Kuwaiti contractor Khalid Ali Al-Kharafi & Brothers Company at sites in North and South Kuwait are now 95% complete compared to the terms of the original contracts for the projects that were awarded in 2021.
The two remediation projects and their original contract values are:
- North Kuwait Excavation, Transportation & Remediation (NKETR) A – Sabria: Kharafi (Kuwait)/Lamor (Finland) – $194m
- South Kuwait Excavation, Transportation & Remediation (SKETR) A – Greater Burgan: Kharafi/Lamor – $197m
The project in North Kuwait is on schedule to be completed in November, and the project in South Kuwait is on schedule to be completed in January 2026.
The original contracts were awarded as part of the Kuwait Environmental Remediation Programme (Kerp).
Kerp was established by the UN Compensation Commission to allow Kuwait to address the ecological damage resulting from the 1990-91 Gulf War. It is the largest environmental remediation project in the world.
Contract extensions
Last month, MEED revealed that Al-Kharafi had been awarded two extensions for the existing remediation contracts, which are now nearing completion.
Under the terms of the contract extensions, Al-Kharafi will have to process about 400,000 tonnes more contaminated soil in the north and a further 600,000 tonnes in the south.
For each zone, Khalid Ali Al-Kharafi & Brothers Company has procured remediation machinery from Ireland’s CDE Group at a cost of $15m.
In October last year, MEED revealed that state-owned upstream operator Kuwait Oil Company (KOC) had discovered previously unknown areas of contamination due to the 1990-91 Gulf War, which was expected to lead to contract extensions.
KOC discovered an extra 5 million tonnes of contaminated soil.

Adnoc Drilling wins $1.5bn contract for jack-up rigs Indrajit Sen

Adnoc Drilling has won a $1.5bn contract from fellow Abu Dhabi National Oil Company (Adnoc Group) subsidiary Adnoc Offshore to provide two jack-up rigs to support its offshore oil and gas operations.
The contract duration is 15 years, Abu Dhabi Securities Exchange-listed Adnoc Drilling said.
The rigs have been fabricated at UAE/Saudi Arabia-based contractor Lamprell’s facility in Hamriyah Free Zone in Sharjah.
“The rigs will leverage advanced digitalisation, real-time data analytics and artificial intelligence as Adnoc Drilling continues to deploy the technology throughout its fleet to improve safety, efficiency and maximise asset value and operational uptime,” the company said.
Adnoc Drilling said in its statement that the rigs are expected to commence operations around the end of the second quarter and deliver revenue in the second half of 2025 onwards.
“The contract will follow existing agreements, bringing accretive rates that generate long-term revenue and attractive returns,” it added.
This is Adnoc Drilling’s second contract from Adnoc Offshore in May. Earlier this month, Adnoc Offshore awarded a contract worth $806m to Adnoc Drilling to provide three island rigs, to be deployed at the Zakum offshore field development project.
Adnoc Drilling will build these new-generation island rigs in partnership with China’s Honghua Group. The rigs are expected to join the company’s fleet between 2027 and 2028.
First quarter financial results
Adnoc Drilling recently announced strong financial results for the first quarter of 2025. It achieved revenues of $1.17bn, which is a 32% increase compared to the same period last year.
Adnoc Drilling’s first-quarter net profit also increased 22% year-on-year to $341m, while earnings before interest, taxes, depreciation and amortisation (Ebitda) grew by 22% year-on-year to $533m.
With regards to the performance of the company’s business segments, the onshore unit saw revenue increase by 20% year-on-year to $494m, mainly due to new rigs commencing operations and a $30m contribution from the unconventional business.
Revenue for the offshore arm increased 2% year-on-year to $334m, mainly due to higher activity island rigs.
The oil field services business registered revenue growth of 134% year-on-year to $342m, mainly driven by $122m in revenue from the unconventional business, coupled with increased integrated drilling services activity and provision of more discrete services.
